The United Nations High Commissioner for Refugees (UNHCR) is a global organization dedicated to saving lives, protecting rights, and building a better future for refugees, forcibly displaced communities, and stateless people. Through its efforts, UNHCR helps to mobilize international action, offering necessary protection, shelter, and assistance.   Burkina Faso is facing a severe humanitarian crisis triggered by escalating violence since 2018/2019, resulting in nearly 2 million internally displaced persons (IDPs)about 10% of the population. This crisis has fueled a significant rural exodus to safer secondary towns and capitals, causing some populations to double or even triple. The situation is compounded by the arrival of over 38,000 refugees, mainly from Mali, and a nationwide spread of conflict that's affecting even Burkina Faso's largest cities. As the crisis becomes protracted, there is an urgent need for development-oriented responses that promote socioeconomic opportunities for IDPs, refugees, and host communities to manage this accelerated urbanization and integrate sustainable solutions.   In this challenging context, UNHCR is looking for an Associate Livelihoods and Economic Inclusion Officer to operationalize the Global Compact on Refugees (GCR) by enhancing refugee self-reliance and supporting host countries. This role is critical in advancing the 2030 Agenda's Sustainable Development Goals through economic inclusion, focusing on improving employment conditions for refugees, building partnerships across sectors, and implementing market-driven strategies for better economic outcomes.   As Associate Livelihoods and Economic Inclusion Officer you support UNHCR's Division of Resilience and Solutions by providing the following:   - Partnership Building and Policy Dialogue: Support the Development Officer in establishing and maintaining both transactional and non-transactional partnerships with key development actors in Burkina Faso and engaging in policy dialogues with government and local stakeholders. Medair is one of the few agencies with the ability to respond across multiple sectors flexibly and rapidly throughout South Sudan, covering crises such as emergency level malnutrition and neglected tropical disease outbreaks. Full time, 12 months.   Key Activity Areas Project Support Management - Oversee overall implementation of designated project(s) in consultation with Project Manager(s) and in accordance with proposals, ensuring objectives are met within the required time frame and budget. This may include baseline needs assessments - Support the Programme Funding Manager, the Deputy Country Director and the Country Director in the development and production of new concepts and proposals - Develop, in consultation with the other senior field managers, an implementation strategy which is appropriate to the country context and strategy - Ensure complete and timely reporting of activities to Medair, donors, line managers and any other relevant bodies - Ensure all documents related to project(s) are produced and filed according to Medair and donor guidelines Representation - Develop and maintain relationships with relevant stakeholders and represent Medair at relevant meetings in order to facilitate and ensure cooperation and partnerships - Attend OCHA EP&R meetings and meetings relevant to specific emergencies and emergency responses. - Liaise regularly with UNOCHA, consortium partners, and other NGOs, representatives of the Government of South Sudan and other emergency response partners in discussing potential or current emergencies. - Accompany donors on field trips and ensure programme details are transmitted in a timely and professional manner Financial Management - Plan and construct the budgets for the designated projects, in collaboration with the relevant Project Manager(s) and Sector Advisers and in accordance with donor guidelines - Working with Project Manager(s), ensure that budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to Deputy Country Director. - Monitor the spending of the designated project(s) to ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices, sign off on expenditures up to USD 10,000. Staff Management - Line manage Project Managers and ERT Logistics Coordinator and ensuring recruitment, on boarding and performance monitoring, - Ensure all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc. If applicable, work with the relevant Project Manager(s) - Ensure that staff receive appropriate and adequate training by providing mentoring and coaching and through the promotion of capacity building of local staff - Hold regular team meetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develop and build an effective team - Promote the health and security of the staff of the designated project(s) by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices Security Management - Guide the process, monitor and review security assessments for new locations and the security status of the area(s) of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies. Make reports, as appropriate, to the DCD. - Ensure all staff members working for the designated projects and all visitors receive appropriate briefings and on-going training in security-related topics - Oversee and monitor staff adherence to security protocols, including security incident reports - Ensure security plans and protocols for the area(s) of operation are updated and implemented in response to changes in the security situation - Train and support relevant Project Manager(s) in security planning, management, implementation and monitoring Reporting and Quality Management - Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. - Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times - Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed - Oversee the preparation and writing of donor proposals and reports in collaboration with the relevant PMs, Sector Managers and other senior in-country and HQ managers Team Spiritual Life - Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts. - Work, live, and pray together in our Christian faith- based team settings. UNDP's presence in the Bangkok Regional Hub (BRH) of the Regional Bureau for Asia and the Pacific (RBAP) delivers a full range of policy, programme, and operations support to 24 Country Offices (COs) in the Asia-Pacific region. As part of the Country Office Support and Quality Assurance (COSQA) Unit, the Management Advisory Services Team (MAST) provides strategic management oversight and advisory support. As part of the team, the incumbent will work with evidence and data to analyze performance indicators and contribute to the Regional Bureau's quality assurance and oversight actions to enhance the Regional Bureau and CO management performance. S/he will also work closely with different teams in the Regional Bureau and Country Offices, regional technical advisors from Bureau for Policy, and Programme Support (BPPS), Bureau for Management Services (BMS), Global Shared Services Centre (GSSC), and other units to ensure coherent, timely, and appropriately prioritized measures and solutions for country offices.  Position Purpose As part of the team, the Procurement Specialist is expected to proactively engage in programming discussions, especially those related to nature, climate and energy financed by the Vertical Fund family (Global Environment Facility (GEF), Green Climate Fund (GCF), and similar), and ensure that procurement consideration is fully reflected in the design of these programmes. S/he is expected to be familiar with the development contexts of the partner Governments that UNDP works with and the capacity of the 24 COs to propose bespoke procurement solutions that not only adhere to UNDP procurement rules, but also reflect the realities on the ground. S/he provides critical and practical guidance on procurement implementation. From the oversight perspective, s/he performs a quality assurance function on all aspects of a Country Office procurement actions in the region in assigned area of responsibilities and flags issues of concern on those requiring senior management attention in a timely manner. The Procurement Specialist facilitates alignment and linkage with regional and corporate strategy and priorities, tracks CO performance against corporate standards and results compacts between the CO and the Bureau as well as escalates CO performance issues to his/her supervisor and the COSQA team as needed. To be successful in this role, the Procurement Specialist needs to have excellent procurement knowledge base and strong programme support credentials, including advanced project and risk management as well as analytical skills. In addition, s/he is expected to have strong soft skills as the primary clients for this position is not necessarily other procurement specialists, but development experts with diverse backgrounds. S/he is expected to share a common goal in task teams to design and deliver effective development programmes while using procurement as a critical means to achieve the goal. Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: - Implements assigned activities and tasks in full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system. - Conceptualization, elaboration, and implementation of strategic procurement in the COs including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. - Assesses risks and formulates proposals that facilitate decision-making process and contribute to effective implementation of overall procurement strategy. - Ensure sustainable procurement goals of UNDP are woven into the strategies and implementation of procurement actions. - Coordination and advice in formal evaluation of bids, processing of technical clarifications on behalf of evaluation committee and finalization of commercial evaluation of bids, as required. - Preparation and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP), including active coordination and resolution of any issues, when required. - Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement. - Establishment of regional long-term agreements, retainer, and roster mechanisms to provide fast-track services to the country offices. - Maintenance of auditable procurement and contracting records in compliance with UNDP policies and procedures. - Maintain a high level of awareness concerning potential risks that could occur at different stages during procurement activities i.e. regarding the sourcing and selection of vendors, throughout the procurement process, and after the award of the contract. - Establishes and maintains work program and schedule for ongoing contracts and newly planned ones. - Support COs in Asia and Pacific region with applications to UNDP's Greening Moonshot initiatives and monitor through to successful and timely implementation of the committed activities and represent the Regional Bureau in the Technical Working Group for Greening Moonshot initiatives 3. The Out-of-School Children Initiative (OOSCI) was founded and launched globally in 2010 as a partnership between UNICEF, the UNESCO Institute for Statistics (UIS) and the Global Partnership for Education (GPE). It aims to support governments in developing and applying innovative approaches to better estimate the number of children that are excluded from educational opportunities, identify who are these children, and develop solutions to bring those children back to school?. In 2020, the Permanent Household Survey revealed that Paraguay has an estimated population of 7,252,672 in which the population of children and adolescents from 6-14 years old represented 1,255,101, approximately. According the MoE records, during 2021 47,048 children have dropped out of basic education (1st, 2nd and 3rd cycle) (4.8% of enrolment 2020). Moreover, the main barriers identified in the survey preventing school attendance and contributing to drop out include poverty (25.2%); family reasons intertwined with gender norms (18.3%); low perception of the importance of schooling (17.3%); and school-related reasons (14.1%). Moreover, structural barriers include a lack of investment in both quality education and technological infrastructure. Through the project, Quality Education for Out-of-School Children in Paraguay, approved by Educate a Child Programme (EAC) of Education Above All Foundation (EAA), UNICEF Paraguay will work with the Ministry of Education and implementing partners to support the enrolment of 30,000 OOSC located in six selected departments, reaching boys and girls aged 7-14 in basic education from urban and rural areas, including overaged students, children with disabilities and indigenous population. In Paraguay, primary education is named basic school education (EEB ? Educación Escolar Básica in Spanish) and comprises a 9-year cohort, grouped into three cycles, as stated in national laws establishing the educational policy as well as the structure, functions and bodies of the Ministry of Education. The strategies proposed will address demand factors (e.g., community mobilization and sensitization forums, back-to- school campaigns, etc.) and supply and quality factors (e.g., teacher training on pedagogy, remedial classes, etc.) to address critical barriers aimed at reaching the following outcomes: Outcome 1 - Increased family's perception of schooling allowing OOSC enrolment and retention in 6 selected departments. This will be done through increasing demand for education, with emphasis on strengthening the education committee's (or EGIEs') capacities in planning and developing strategies and interventions for enrolment and retention. Outcome 2 - 300 Schools across 6 departments have the capacity to implement alternative learning programs for OOSC, with an emphasis on a training programme and materials of the Open Basic Education (EBA) and Learning Reinforcement Spaces (ERA) programmes to be developed for teachers, strengthening their skills and knowledge. Outcome 3 - Improved capacity of 6 Departmental Education Councils and 15 District Education Councils to promote the enrolment and retention of OOSC in 6 selected departments. This would be accomplished by advocating for comprehensive social programmes for OOSC and their families, with an emphasis on the design and implementation of solutions for local problems, prioritizing education and assisting the distribution of school kits for 30,000 OOSC. The project, as well as UNICEF's Country Programme 2020-2024, aligns with the National Education Plan 2024; the Action Plan for Education 2018-2023; and the project ?Educational Transformation?, which aims to renew educational policies. Moreover, the project aligns with global frameworks, including the Convention on the Rights of the Child, the Sustainable Development Goals (SDGs), UNICEF's global mandate in ?Every Children Learns? (as outlined in the UNICEF Education Strategy Framework 2019-2030) and it aligns closely with EAC's mission, vision and goals, where every individual can learn through a quality education: enrollment and retention of OOSC; quality education; cofounding & sustainability; and, OOSC at the top of national agenda.   Job organizational context:  The Education Specialist GJP is to be used in a Country Office (CO) where the Education Programme is a component of the Country Programme (or UNDAF). The Specialist reports to the Deputy Representative.   Purpose for the job:  Under the guidance and general supervision of the Deputy Representative, the Specialist supports the preparation, implementation and reporting of the  Quality Education for Out-of-School Children project and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education project. The Specialist provides technical guidance and management support throughout the project implementation to facilitate the administration and achievement of results, to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society within the project's targeted schools. Prepare required documentations for programme review and approval for EAC and other donors. - Work closely and collaboratively with internal colleagues and external partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results. - Provide technical and operational support throughout all stages of project implementation and reporting to ensure integration, coherence and harmonization of the project with other UNICEF sectors and achievement of results as planned and allocated. 2. Programme management, monitoring and delivery of results of the Quality Education for Out-of-School Children project - Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators as well as EAC's standards to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the Quality Education for Out-of-School Children project. - Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government, EAC, donors and other counterparts to assess progress and to determine required action/interventions to achieve results. - Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in project management. - Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. - Actively monitor the project through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. - Monitor and verify the optimum and appropriate use of the project's resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources. - Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress. 3. The role will also include liaison with external consultants and providers where required.   Accountabilities & Responsibilities: Policy development and implementation - Project Manage the reward and benefits review with an aim to create seamless integration with the new HR system and where appropriate, actively gaining buy-in from stakeholders during the review. - Support in identification of opportunities to automate Reward operations activities outside the new HR system ? work towards automation and integration of these activities with the new HR system.   HR Transformation Project Contribution - Draft reward and benefit-related as-is processes as agreed with key stakeholders. - Help Identify opportunities to simplify and automate. - Contribute to the completion of configuration workbooks for the implementation partner in all relevant functional areas. - Contribute to articulation of future detailed processes at L4, L5 and work note level.  - Co-ordinate with other HR SMEs and project stakeholders as required to socialise and secure approval of all functional design artefacts.  - Along with respective team create testing scenarios for both SIT and UAT - Conduct testing. - Support the change workstreams with an accurate ?Fit Gap' for global design versus local requirements and current ways of working. - Facilitate C&E for Reward areas along with Benefits and Compensation team. - Management and ownership of ad hoc projects to develop specialist solutions in the area of reward and benefits. - Support in development of bank wide communications for staff regarding changes to policies and processes as they are implemented.   Provision of expertise to the Bank - Serve as the primary source of expert advice on their specialist field for HR Business Partners and their clients to enable them to make decisions, interpret policies, resolve complex issues as they arise. - Designing communication to staff on the Bank's reward philosophy, policies and processes via a number of different channels, including the design and provision of training, information and education sessions to staff and HR colleagues. - Build and maintain a network of professional relationships designed to tap into and develop the best policies and plans for the Bank.   Reward Specialist specific: ongoing management of reward processes - Support the Principal in producing analytics to be used for completion of papers to various Board and Executive Committees and Staff Council. - Other responsibilities may include supporting colleagues in other teams, ensuring the Staff Handbook is maintained in terms of reward policies, and participating in external seminars and conferences. - Updating of the IT system tool with referrence to reward and benefit changes as part of review and the Total Reward Statements (if needed). Carry out user acceptance testing on behalf of HR or business stakeholders when necessary. - Conducting the internal controls framework (ICF) testing for the Reward and Benefits team. - From understanding of the data, the role holder will be expected to offer additional insights into trends for stakeholders: Use data and information to provide insights into people issues and guide improved, evidence-based decision-making and fix problems at the root cause.   Drive continuous improvement - Proactively identify gaps in the current HROD reporting platforms and highlight possible solutions. - Support team members to improve their data analytics capability, understanding of appropriate use of data and storytelling. Two Internships to Support UNICEF Czech Republic Refugee Response

The Czech Republic hosts the highest number of refugees from Ukraine per capita in the European Union (EU). Since the onset of the refugee crisis, the Czech Republic welcomed over half a million Ukrainian refugees (553,240). Based on the re-registration over 340,000 refugees remain in the country, out of which 26 per cent are children and 43 per cent women. The registration data show that on average 7,000 new Ukrainian refugees enter Czech Republic every month, including around 30 ? 50 minors entering the country unaccompanied or separated. UNICEF partners and support the Government and other partners to address the needs of refugee children and families in a comprehensive manner, while also supporting the needs of vulnerable groups from the host population and fostering social cohesion. At the national level, UNICEF established workplans with the Ministry of Education, Youth and Sports, Ministry of Labour and Social Affairs, Ministry of Health, and Ministry of the Interior. To support systems and provision of services for refugee children and their families at local level, UNICEF established a partnership with the City of Prague which hosts the largest share of refugees (25 per cent) and is supporting cross-sectoral refugee response coordination at the regional level through dedicated regional coordinators. Through a wide range of partnerships with the Civil Society Organisations (CSOs), UNICEF also supports the expansion of outreach and provision of basic services to the most vulnerable refugee children and their families.   How can you make a difference? 1. Early Childhood Development and Education internship Under the overall supervision of the Chief of Education and Early Childhood Development, the intern is expected to support implementation of the refugee response activities in early childhood development and education (ECD/EDU) and to provide technical assistance and support for the implementation of the Technical Support Instrument (TSI) project on developing an effective and comprehensive system for the monitoring and evaluation of Early Childhood Education and Care. Key expected activities include: - Organize and document working group meetings, steering committee meetings, online peer learning sessions, coordination meetings and other events. - Support documentation of the ECD/EDU activities through consolidating the necessary inputs, materials and information. - Support reporting of sectoral results including indicators and narrative reporting conducted in line with UNICEF requirement. - Support development and dissemination of communication/advocacy materials. - Support implementation and field monitoring of sectoral programme activities.  2. Documentation and Communication internship Under the overall supervision of the Programme Coordinator, the intern is expected to support knowledge management, documentation and communication of results achieved through established partnerships to deliver on the refugee response. The key expected activities include: - Support documentation of the refugee response through consolidating the necessary materials and information working closely with the senior lead consultant. - Review for fact checking and proof reading of evidence-generation materials and reports in both English and Czech language. - Support development of the operational advocacy plan and consolidate information and data for advocacy messages for sustainability of results and sustained support for inclusion of refugee children. - Develop communication related materials, including social media content and human-interest story from the field to showcase results achieved for children. - Support implementation and field monitoring of sectoral programme activities. To qualify as an advocate for every child, you will have? Minimal Requirements - Be enrolled in an undergraduate, graduate, or Ph.D. degree programme or have graduated within the past two (2) years in Social Science, International Relations or other relevant field. - Applicants must be at least 18 years old. - Fluency in English and Czech is required. Knowledge of Ukrainian and Russian language is an asset. - A record of relevant internship or professional experience in research, planning or communication. - High-Income country work experience. Familiarity with refugee response context is considered an asset. - Have excellent academic performance as demonstrated by recent university or institution records. - Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office; and have no other relatives in the line of authority that the intern will report to. - National candidates only. - Additional consideration will be given for any past experience Desirable qualifications and skills - Flexibility, teamwork skills, professional and personal integrity - Excellent written and oral communication skills - Experience in organizing events or conferences - Experience in preparing communication materials - Experience in managing social media accounts, producing content and analyzing trends; - Very good knowledge of Word, Excel, Power Point; Knowledge of InDesign or graphics design software is an asset - Knowledge of Microsoft Teams and SharePoint and Zoom including conferencing   CONDITIONS OF SERVICE Duration: The selected candidate will undertake the full-time role for 3 months. Location: Selected intern will be working full-time in a mixed modality of in-person in Prague and remote and will be governed by and subject to UNICEF's General Terms and Conditions for interns. Working hours at the duty station are from 9 a.m. till 6 p.m. Stipend: In accordance with UNICEF's guidelines, selected intern will be provided a monthly stipend to cover the duration of the candidate's internship. There is no expectancy of employment at the end of the internship. Mandatory Courses: Selected intern will be requested to complete online mandatory courses prior to commencement of the internship. Equipment: UNICEF will provide IT equipment to the selected candidate for in-person internships. Alternatively, a selected candidate may avail to work on their own IT equipment. Leave: Selected intern may take up to 2.5 days per month off work for any reason, including for medical reasons. The stipend will be reduced for any absence beyond this quota.
